Romainville Camp, located on the territory of the fort, belonged to the first Wehrmacht, and then, since June 1943, the SS organization.  It was intended for different categories of prisoners, and served as a kind of permanent "reserve" for the selection of the hostages. Every time when the question of carrying out repressive executions of hostages, they picked up in the camp. Principle shooting any innocent people in retaliation for the next attempt, most often occurred when they had during the long days were in a concentration camp, was used quite deliberately to whip up fear. This primitive conception of power and human relations penetrated the world of Nazism so deep that it did not allow managers to imagine other methods of control.
