A sign of pre-war time was a huge queue for food in the cities. However, here the authorities prefer to solve the problem per se, but to act repressive methods. SNK Decree of 10 April 1940 "On the norms of the sale of food in one hand" actually meant a return to rationing supplies to the population. Nevertheless, it is not formally introduced, but there was first the decision of SNK of 17 January "On Combating queues for food products in the cities of Moscow and Leningrad," which by the decision of the Political Bureau of 4 May 1940 it was extended for another 41 cities. SNK Decree of 16 October 1940 further curtailed sales rate of food and some industrial goods in one hand  92.
